Michael (Mike) A. McGuire is Chief Information Officer at TBI Federal and a senior technology executive with more than 25 years of experience leading enterprise IT operations and large‑scale program management across the federal and private sectors. He brings deep expertise in directing complex, mission‑critical technology environments and aligning IT strategy with organizational priorities to drive performance, reliability, and operational excellence.

As CIO, Mike provides executive leadership and strategic oversight for the organization’s technology portfolio, ensuring IT operations effectively support business objectives across all functional areas. He is recognized for advancing secure, efficient, and scalable IT solutions while leveraging modern technologies and approaches to enhance connectivity, workforce engagement, and enterprise effectiveness.

Previously, Mike served as Vice President for Infrastructure at Creative Systems, where he led enterprise technology strategy and execution. In this role, he drove cost‑effective, customer‑focused IT initiatives that strengthened operational efficiency and user satisfaction.

Earlier in his career, Mike held senior IT leadership roles at multiple U.S. federal agencies, including the Small Business Administration, National Archives and Records Administration, Department of Agriculture, and General Services Administration. Across these organizations, he was responsible for overseeing large, complex IT operations in direct support of national‑level missions.
