With more than two decades of experience in federal consulting and organizational transformation, he plays a key role in shaping the growth and competitiveness of the Tribe’s emerging federal contracting enterprises.

James began his career with Deloitte, leading large‑scale transformation initiatives focused on business process improvement, shared services optimization, operational performance, and workforce effectiveness. In 2013, he founded GovStrive, a federal workforce solutions firm recognized for its innovation in HR operations, workforce analytics, and missions support services. Under his leadership, GovStrive grew into a trusted partner for federal agencies and later became a subsidiary of the Tunica‑Biloxi Tribe’s expanding economic enterprise.

At TBI Federal, James leads strategic planning and market expansion efforts that transform vision into scalable, high‑performing federal enterprises. His effort is central to building economic development and diversification across the Tribe’s federal contracting enterprises and to developing growth strategies for emerging 8(a) and federal services subsidiaries within the Tunica‑Biloxi economic ecosystem. His focus is equally shared on market positioning to expand the Tribe’s footprint in federal consulting, workforce solutions, and mission‑critical support services and to advance the Tunica‑Biloxi Tribe of Louisiana’s economic sovereignty and long‑term resilience.

James’s leadership helps ensure that Tunica‑Biloxi Federal not only competes effectively in the federal marketplace but also advances the Tribe’s broader goals of economic sovereignty, job creation, and long‑term financial resilience.

James holds a Bachelor of Science in Business from the University of South Florida and an MBA from Auburn University.
